Rarity is based on the overall power of a hero, as well as how common they are in the collection. In the Skyborne Genesis Immortals collection, rarity includes: Uncommon, Rare, Epic, Legendary and Mythic. Higher rarity heroes will have better chances to complete harder quests which generally have better reward pools.
